Writes N pseudo-random bytes to P. A call with N below 1 or a NULL P writes nothing and makes the next call reseed from the default VFS's xRandomness.

Wasm type v(ii). Signature ["sqlite3_randomness", undefined, "int", "*"] from Evolu's supplement: SQLite binds it by hand to fill typed arrays.
