Writes N pseudo-random bytes to P. A call with N below 1 or a NULL P writes
nothing and makes the next call reseed from the default VFS's xRandomness.

Wasm type `v(ii)`. Signature `["sqlite3_randomness", undefined, "int", "*"]`
from Evolu's supplement: SQLite binds it by hand to fill typed arrays.
