Opens a database connection for reading and writing, creating the database when it does not exist, with the default VFS. SQLite writes a handle even when opening fails, except when out of memory, and that handle must be closed.

Wasm type i(ii). Signature ["sqlite3_open", "int", "string", "*"] from SQLite's table.
