Opens a database connection for reading and writing, creating the database
when it does not exist, with the default VFS. SQLite writes a handle even
when opening fails, except when out of memory, and that handle must be
closed.

Wasm type `i(ii)`. Signature `["sqlite3_open", "int", "string", "*"]` from
SQLite's table.
