Another context or instance holds a slot of the pool. The pool wrote nothing, and a retry succeeds once the slot is released.
In WebKit, the error can also mean that the context opening the pool is
stopping, because WebKit reports that with the same InvalidStateError as a
held file, so retries need a bound.
