Returns a schema's transaction state, SQLITE_TXN_NONE, SQLITE_TXN_READ or SQLITE_TXN_WRITE, the highest across all schemas for NULL, or -1 for an unknown schema.

Wasm type i(ii). Signature ["sqlite3_txn_state", "int", "sqlite3*", "string"] from SQLite's table.
