Makes a statement behave as if its SQL began with EXPLAIN (eMode 1), EXPLAIN QUERY PLAN (2) or neither (0), possibly re-preparing it. It fails while the statement is active, so reset it first.

Wasm type i(ii). Signature ["sqlite3_stmt_explain", "int", "sqlite3_stmt*", "int"] from SQLite's table.
