Reads a global SQLITE_STATUS_* counter into the sqlite3_int64 at pCurrent and its highwater mark into the sqlite3_int64 at pHighwater, 8 bytes each, resetting the mark when resetFlag is non-zero. Some counters leave one of the two outputs unwritten.
