Initializes the library, returning SQLITE_OK or an error code. Once the library is initialized, further calls are harmless no-ops until sqlite3_shutdown.

Wasm type i(). Signature ["sqlite3_initialize", undefined] from SQLite's table, with the result corrected: SQLite's table declares no result, but the C function returns a result code, as the wasm type shows.
