Returns 1 when UTF-8 SQL text ends with a complete statement, a final semicolon token that does not end inside a CREATE TRIGGER body, and 0 otherwise. A line comment ends only at a newline, so SQL that ends inside one is incomplete. It tokenizes without parsing, so it does not detect invalid SQL.
