Asks the platform to keep stored databases until the user deletes them.

Only unsynced local changes exist nowhere else, so each Evolu instance calls it after its first local mutation, when its Evolu.devicePersistence is Unknown. A platform provides it when its storage can be deleted without the user, as a browser's can.
