Writes the next right-hand value of an all-at-once IN constraint, given its
xFilter argument, to ppOut and returns SQLITE_OK, or writes NULL and returns
SQLITE_DONE after the last. The value stays valid until the next call or the
end of xFilter.

Wasm type `i(ii)`. Signature `["sqlite3_vtab_in_next", "int",
"sqlite3_value*", "**"]` from SQLite's table.
