Writes the first right-hand value of an all-at-once IN constraint, given its
xFilter argument, to ppOut and returns SQLITE_OK, or writes NULL and returns
SQLITE_DONE when there is none. The value stays valid until the next call or
the end of xFilter.

Wasm type `i(ii)`. Signature `["sqlite3_vtab_in_first", "int",
"sqlite3_value*", "**"]` from SQLite's table.
