Returns non-zero when constraint iCons is an IN operator that can be
processed all at once; bHandle 1 or 0 requests or declines that processing,
and -1 only asks. Only xBestIndex may call it.

Wasm type `i(iii)`. Signature `["sqlite3_vtab_in", "int",
"sqlite3_index_info*", "int", "int"]` from SQLite's table.
