Returns the collation name for text comparisons of an xBestIndex constraint,
`BINARY` by default, or NULL for an index outside aConstraint. Only
xBestIndex may call it, with the sqlite3_index_info it received.

Wasm type `i(ii)`. Signature `["sqlite3_vtab_collation", "string",
"sqlite3_index_info*", "int"]` from SQLite's table.
