Returns the address of a protected value as NUL-terminated UTF-8 text that
can contain NUL characters, so read its length with
[sqlite3\_value\_bytes](https://evolu.dev/docs/api-reference/sqlite-wasm/c-api/functions/sqlite3_value_bytes) afterwards. Returns NULL for SQL NULL and when out
of memory, and a later call that converts the value can invalidate the text.

Wasm type `i(i)`. Signature `["sqlite3_value_text", "*", "sqlite3_value*"]`
from Evolu's supplement: SQLite's build replaces it with a JavaScript proxy
that keeps embedded NUL characters (proxy-text-apis).
