Compares at most N bytes of two UTF-8 strings, folding only ASCII case as
SQLite does for identifiers, and returns 0 when they are equal or a negative
or positive number that orders them.

Wasm type `i(iii)`. Signature `["sqlite3_strnicmp", "int", "string",
"string", "int"]` from SQLite's table.
