Resets a statement so it can run again, keeping its bindings. It returns the
error of a failed most recent step, and can fail on its own, such as with
SQLITE_BUSY when an INSERT with RETURNING stepped only once cannot commit.

Wasm type `i(i)`. Signature `["sqlite3_reset", "int", "sqlite3_stmt*"]` from
SQLite's table.
