Resizes memory from [sqlite3\_malloc](https://evolu.dev/docs/api-reference/sqlite-wasm/c-api/functions/sqlite3_malloc), moving its contents to the
returned address; NULL memory allocates, and a zero size frees it and returns
NULL. When out of memory it returns NULL and leaves the old memory
allocated.

Wasm type `i(ij)`. Signature `["sqlite3_realloc64", "*", "*", "i64"]` from
SQLite's table.
