Sets a run-time limit of the connection and returns its prior value; a
negative newVal only reads it, and a value above the compile-time maximum is
lowered to that maximum.

Wasm type `i(iii)`. Signature `["sqlite3_limit", "int", "sqlite3*", "int",
"int"]` from SQLite's table.
