Writes the address and byte length of the 0-based index-th SQL keyword, UTF-8
without a NUL terminator in static memory, and returns SQLITE_ERROR when the
index is out of range. Both output pointers must be valid.

Wasm type `i(iii)`. Signature `["sqlite3_keyword_name", "int", "int", "**",
"*"]` from SQLite's table.
