Stops the connection's running statements, and statements started before they
all finish, at their earliest opportunity with SQLITE_INTERRUPT; an
interrupted write in an explicit transaction rolls the transaction back. With
no running statement it does nothing.

Wasm type `v(i)`. Signature `["sqlite3_interrupt", undefined, "sqlite3*"]`
from SQLite's table.
