Returns 0 from BEGIN until the COMMIT or ROLLBACK that ends the transaction,
and non-zero otherwise. It is the only way to tell whether SQLite rolled back
a transaction automatically after an error such as SQLITE_FULL or
SQLITE_BUSY.

Wasm type `i(i)`. Signature `["sqlite3_get_autocommit", "int", "sqlite3*"]`
from SQLite's table.
