Returns the statement's SQL with bound parameters expanded as literals, in
memory the caller frees with [sqlite3\_free](https://evolu.dev/docs/api-reference/sqlite-wasm/c-api/functions/sqlite3_free), or NULL when out of memory,
above SQLITE_LIMIT_LENGTH, or when built with SQLITE_OMIT_TRACE.

Wasm type `i(i)`. Signature `["sqlite3_expanded_sql", "string",
"sqlite3_stmt*"]` from SQLite's table.
