Returns the English message of the connection's most recent error, or NULL
when none is available. SQLite owns the string, which the next call on the
connection can overwrite or free.

Wasm type `i(i)`. Signature `["sqlite3_errmsg", "string", "sqlite3*"]` from
SQLite's table.
