Returns the address of a result column's bytes, or NULL for a zero-length
blob, SQL NULL or out of memory; call it before [sqlite3\_column\_bytes](https://evolu.dev/docs/api-reference/sqlite-wasm/c-api/functions/sqlite3_column_bytes).
The memory stays valid until a type conversion of the column or the next
step, reset or finalize, and SQLite frees it.

Wasm type `i(ii)`. Signature `["sqlite3_column_blob", "*", "sqlite3_stmt*",
"int"]` from SQLite's table.
