Binds UTF-8 text to a parameter: n bytes, which may include NUL characters,
or up to the first NUL when n is negative. A NULL address binds SQL NULL.

Wasm type `i(iiiii)`. Signature `["sqlite3_bind_text", "int",
"sqlite3_stmt*", "int", "*", "int", "*"]` from Evolu's supplement: SQLite
binds it by hand to accept JavaScript strings and typed arrays.
