Returns the name of the SQL parameter at a 1-based index, including its
prefix as in `:name` or `?NNN`, or NULL for a nameless `?` parameter or an
index out of range. The statement owns the string.

Wasm type `i(ii)`. Signature `["sqlite3_bind_parameter_name", "string",
"sqlite3_stmt*", "int"]` from SQLite's table.
