Returns the 1-based index of the SQL parameter with a UTF-8 name that
includes its prefix, such as `:name`, or 0 when no parameter matches.

Wasm type `i(ii)`. Signature `["sqlite3_bind_parameter_index", "int",
"sqlite3_stmt*", "string"]` from SQLite's table.
