A route whose reconciliation has not ended: its transport is not open, a
request or a received frame is outstanding, a replicated write is queued, or
a round must still be sent through it.

The failure since the route last settled, or null. The first failure in a
reply requests one round through the route; a later one, or a failure to
create a round, waits for the next round another event requests, such as
[Evolu.requestSync](https://evolu.dev/docs/api-reference/common/local-first/Evolu/interfaces/Evolu#requestsync) or a reopen.
